So this man is important to the story because he was engaged to the reason why world war one started.WWI was a horrible time in the book so really the Tsar was important because without his exisistance in the book WWI wouldn't have happened and Katya would have never known what the real world was like and how living like a peasant was like.Also Katya at the end of the book was independent.
